Normally there is a water sensing device, can be a small piece of metal encased in plastic that grounds a signal when the water hits it or a float switch.Â

Look for that, if it’s got heaters, it’s got a low water cut off for sure, sounds like it’s not reading the water that’s supposedly in it.
Make sure that the tubing doesn’t have a obstruction.

Mad13, The timer doesn’t get any power till the water level is satisfied. It’s a double throw switch that either energizes the water valve or the timer circuit.
