Sounds like the heating element is open or not getting power. You will not get steam till the boiler is up to pressure from the steam. Often the elements go if the water chemistry is not on and they scale. Also due to the high amp load, the connectors for the wires that feed the heater can deteriorate. A don’t have a wiring diagram on that machine, so I can’t tell you how they control it. But a lot of Manufacturers use a pressure stat on the boiler set to 1.2 bar. They can’t go higher than that with a heat exchanger machine as you would scorch the coffee. Double boiler machines will go up to 2 bar for higher steaming capacity.
BTW, did you ever start the machine when dry without opening the steam valve all the way. If so, the heating element will have distorted from not being fully submerged. The air inside the boiler prevents it from fully filling to the proper level when fully empty and the top of the element has nothing to absorb the heat. There-by causing a hot spot that may work fine for some time, but fail prematurely a year or two down the road.
