That is likely your defrost circuit. Can be controller relay or defrost termination switch. It’s likely locked into defrost and the relay isn’t closing for the fans. It can also be the door switches.

The fans work after I thawed out the thing, but it seems to be working but in the back of it the compressor is starting to build up ice.

That means the fans are not moving enough air. Like one may not be at speed and air is just moving in a circle instead of through the evaporator.
