Having issues with harvesting and maybe head pressure. This machine has basically been rebuilt by an outside company that they used before I was hired. The only thing not replaced was the compressor.  Harvest assist seems like it won’t push the ice off the evaporator, when it goes into harvest the lines do not seem warm enough and the top like has no frost but is still cold.  Could it be that the evaporator could be plugged?

Evaporators do not plug. The metering device or dryer may, but not the evap.

How long did you wait to feel the tail coil? if it is low or starving, the ice plate will not be as thick on the top. It should frost after about 90 seconds into the ice-making cycle..When it goes into defrost the evaporator supply line will get hot (over 100) in about 10 seconds. You will not be able to hold onto it for long. If you can, it is undercharged, or the fan did not stop, or the hot gas solenoid valve is not opening. Defrost bypasses the TXV. and condenser.

If the tail coil is not frosted, The evaporator is starving. Check condenser and fan for proper air flow and temps.  Check the charge and if correct, (it’s probably low) the expansion vale may have to be adjusted, but that is very rare.. That can only be done with a proper weighed charge..You should also check the hot gas bypass valve to see if it is leaking. Feel the line between the valve and the evaporator supply for heat near the TXV discharge, evaporator supply..
