It’s an older Steam N Hold. According to AccuTemp, there should be a data plate on the left side of the unit, was it ripped off or otherwise removed that you can see?

The problem is it runs for a couple of minuets the goes in to low water mode and the cabinet is full of waterÂ

I pulled this snippet from an AccuTemp Steam N Hold manual, it does address the very same issue. If the steamer displays low water and is still full, it is possible the sensors need cleaning or are faulty.
