Does the flame go out/die and crawl back to where its only right by the air shutter? Or is there a second flame coming out of the air shutter?

It’s sounds like an air supply issue but as olivero mentioned, we need a little more info.

Is the burner corroded?  Is the carburetor and nozzle clean?  Is the burner in the proper place?  Is the nozzle tight?  Is the line to the nozzle intact with no cracks, or wear rubs.. Especially the fitting for the nozzle.
