I have Cleveland Steamers and almost every time this happens on mine its a grounding issue.

On most any burner the most common is sensor ground or burner ground if it goes thru the burner. I’ve even seen roof top units that the burner mount corroded and would not provide the ground. Required replacement of the whole face and heat exchanger. Sometimes it’s as little as a small amount of resistance where the igniter mounts.
