What are the specs for the refrigerator

That sounds like evaporator ice up. Check that the evaporator fans are working and up to speed. Also check door gaskets and that users are not placing open or hot products into the cooler.

The other items that may effect this is the thermostat being incorrect or not bonded to the evaporator coil. And a undercharge.

Being you replaced the thermostat, I feel like I should expand on reach in cooler control. It sounds like you have a mechanical control and the clicking is the closing of the contacts as you turn it to temperature. Reach ins work best with Ranco A12 controls, not the A30’s. The A12’s have a fixed cut in point depending on model from 37F to 40F. The control cut out temp is variable from 25F to 10F. Thats why the sensing tube/bulb has to be bonded to the coil. Some evaporators have a aluminum tube down the center for the sensing bulb. others the sensing cap tubes are long and get laced thru the fins and coils. Or tied onto the out side of the evaporator with aluminum wire in a S shape.

The advantage of the A12 is every off cycle it enables a defrost. Thereby preventing freeze ups. It also is more energy efficient that what a A30 with high usage would be due to short cycles..
