    I have 110v black wire to power to fans, Fans ohm ok, swaped new fan still inop, lights operate with doors ok, white neutral ohms okay to main PCB. PCB visually looks okay. All aspects of Refrigerator works okay. Evaporator ices up after a while because no fans. T- sensor works okay. D-sensor 25 oms from PCB.
    What can be the cause besides the PCB? Thanks

    IF you have 110 at the fan motor, It should be running. are you measuring the voltage under load (ie; motor connected), or open? IF open, it can just be stray voltage crossing the door switches or controller fan contacts. Remember that the door switches are double throw, and both have to close as they are in series. Opposite leg is for lights. It’s not uncommon for the relay in the controller to have high resistance from point arcing. They are very small relays.

    Make sure you check Power between both wires on the fans. If you’re reading 110 to ground, but 0 between the two legs, you’re missing a leg(probably the neutral)You’d really need a wiring diagram so you can trace the circuit and see where it’s dropping. Or you may be able to follow the missing leg if it’s accessible. It’s gonna be cheaper to trace it down w a meter before replacing parts.
