Here’s a manual for the Carter Hoffmann CW-2 chip warmer.

Looking at the troubleshooting page, there’s either a wiring issue, or your heating element is broken. There are wiring diagrams included in the manual, however, as the manufacturer noted, they are intended for use by technicians only.

 

If you are not a technician, I’m sorry to say you will need to contact one.
