    Hello.

    I live in the uk, and my refrigerator is not cooling.its a TRUE GDM-19T. (monster energy model).

    I can hear the compressor cut in and out but the fan does not operate. 

    Any ideas greatly received.

    You never said which fan.  I assume you mean the condenser fan. Replace it.  The bearings get dry over time and seize.
